EU funds & grants · IPA, Horizon, Interreg, COSME
We've written proposals that passed, we've written proposals that failed. The difference is knowing the evaluator - what they look for, where they cut points, what's a formal knockout. Montenegro is an IPA III beneficiary, has access to Horizon Europe via association, Interreg HR-ME-BiH-AL-RS programs, COSME, Creative Europe, Erasmus+, LIFE and WBIF. EBRD loans and grants in parallel. Our job is to find a program that matches your idea, partners that add weight to the application, and to write a proposal that passes the threshold. Typical clients: municipalities and local governments in Montenegro seeking an IPA window, SMEs going for COSME or Horizon EIC Accelerator, NGO consortia for Interreg cross-border, universities and research centers for Horizon Pillar 2, infrastructure projects for WBIF/EBRD/KfW. We have active partners in Brussels (Bartholdi Labs), Vienna, Frankfurt, Sarajevo (Sphere), Zagreb, Ljubljana, Skopje, Tirana, Bucharest, Sofia, Athens, Istanbul - 12 countries with a consortium activatable in 5 days.
What you get
- A program identified before you spend two months reading rules of participation
- EU partners your mandate is worth to - not names on paper
- An application that passes formal review first time
- A budget that eligibility doesn't strike down
- Implementation - reports, audit, modifications, claims
- Access to Bartholdi and Sphere networks in 12 EU countries
- Strategic preparation for the next cycle - application failure isn't the end, it's a lesson
- Eligible budget that passes financial audit (PwC, Deloitte, EY)
What we do
Horizon Europe
Pillar 1 (ERC, MSCA), Pillar 2 (clusters Health, Digital, Climate, Energy, Food, Civil Security), Pillar 3 (EIC Pathfinder, EIC Transition, EIC Accelerator). Call identification, consortium formation (minimum 3 countries for Pillar 2), proposal writing 30-70 pages, partner coordination. Montenegro as associated country - full-fledged partner in all instruments.
IPA III (Montenegro as beneficiary)
Window 1-5: Rule of Law, Good Governance, Green & Digital, Competitiveness, Territorial Cooperation. Montenegro receives direct grants. Application writing per EU procurement standard (ToR - Terms of Reference), coordination with EU Delegation in Podgorica, budget preparation by standard categories (personnel, travel, equipment, subcontracting, indirect).
COSME / Single Market
Programs for SMEs - internationalization, clusters, tourism, women entrepreneurship, Eurostars. Smaller programs, faster cycle (3-6 months from submission to signing). Ideal for firms 10-249 employees with international ambitions.
Interreg cross-border (HR-ME-BiH-AL-RS)
Adriatic-Ionian, IPA-Adriatic, Western Balkans CBC, Mediterranean, Central Europe. Cross-border partnerships, local development activities, infrastructure, tourism, culture, environment. Typically budgets 1-5M EUR with partners in 3-5 countries.
Creative Europe
Culture and media. Film, music, books, heritage, architecture, design. Partnerships with EU institutions. Small budgets (50K-2M EUR) but high visibility. Branding effect for Montenegro tourist destinations and SEE region.
Erasmus+
Education, youth, sport. Student and teacher mobility, cooperation partnerships, capacity building. Universities, secondary schools, NGOs, local governments. Best chances in the Western Balkans CBC dimension.
LIFE Programme
Environment and climate. Circular economy, climate adaptation, biodiversity, clean energy, water resources. Investment grants up to 60% of cost. Greatest potential for Montenegro tourism sector (sustainable destinations) and agriculture.
WBIF (Western Balkans Investment Framework)
Infrastructure - transport, energy, environment, social sector, digital infrastructure. Technical assistance + grant + EBRD/EIB/KfW loan in combination. Large investments (20-300M EUR), long cycles (3-7 years from preparation to closing).
EBRD grants & loans
Direct cooperation with EBRD Montenegro. Advisory Services for SMEs (Small Business Initiative - up to 75% subsidy on consulting fees). Loans with technical assistance. Transition Impact targeted projects - green economy, digital, gender equality.
Implementation of awarded grants
We guide you through reports (financial reporting, technical reporting, dissemination), contract amendments, claims, audit prep. Preventing fund recovery due to formal errors (ineligible costs, missing documentation, milestone non-compliance). 1-7 year period per project.
Consortium formation (lead partner + co-beneficiaries)
Structuring EU consortia for multi-country projects. Identification of lead partner with formal capacity (track record, financial health, project management capacity), recruiting co-beneficiaries with compatible expertise, consortium formalization through Consortium Agreement (CA) before submission. Partner budgeting with fair allocation principles - our network in 13 countries enables consortium activation in 5 days with signed Letter of Commitment from potential partners.
Project management of EU implementation
Mandate to lead EU project per Grant Agreement specifics. Work package management, deliverable tracking, milestone reporting to Project Officer at EU agency, consortium meetings coordination (kick-off, mid-term, final), EU project IT tool management (Funding & Tenders portal, SyGMa, eGrants). Typical mandates 24-48 months with continuous Project Coordinator role.
Audit prep and donor reporting
EU audit preparation (PwC, Deloitte, EY, KPMG as Big4 EU funds auditors) before Project Officer review. Eligible costs verification, supporting documents (timesheets, contracts, invoices, payment proofs) organized by WP, audit trail completeness. Financial reporting per EU format (FS - Financial Statement, FFR - Final Financial Report) with accompanying narrative. Preventing claim-back due to ineligible costs (most common post-audit issue).
Ex-post financing validation
Validation of costs already incurred through EU funds - when EU agency asks 'was this eligible', we do retroactive validation report. Useful for partnerships where tranches closed but ex-post audit remains, or for new projects where partner asks client to demonstrate EU implementation track record. Cooperation with internal audit functions of clients (utility companies, universities, ministries).
Cost-benefit analysis for infrastructure projects
CBA per EU Guide on Cost-Benefit Analysis of Investment Projects methodology - mandatory component for all EU infrastructure projects 50M+ EUR. Economic analysis (NPV, IRR, ENPV, ERR), financial analysis (FNPV, FIRR), sensitivity analysis of key variables (CAPEX, OPEX, demand projections), risk assessment (Monte Carlo simulation), distributional analysis (who benefits from the project by socio-economic group).
COSME / Single Market mentoring and Enterprise Europe Network
Operational support via Enterprise Europe Network (EEN) - largest EU service for SME support with offices in 60+ countries. Technology transfer, partner search, IPR helpdesk access, EEN Business Cooperation Database. Smaller COSME programs with shorter cycle (3-6 months from submission to signing) - ideal for SMEs first applying for EU funds and building track record for Horizon Pillar 2.

Why Schule
Network in 12 countries
Active partners in Brussels (Bartholdi Labs - former Big4 partner), Sarajevo (Sphere Consulting - former EBRD), Vienna, Frankfurt, Zagreb, Ljubljana, Skopje, Tirana, Bucharest, Sofia, Athens, Istanbul. Consortium activated in 5 days.
60% pass rate last 18 months
Of our proposals written in the last 18 months, 60% passed evaluation or are still in process. Industry average is 15-25% for Horizon, 25-40% for IPA. Reason: we select calls where the client has fit, we don't write proposals for the sake of writing.
Writing experience in 9 languages
Proposals are written in English for Horizon/EU programs, but partner support letters, market analysis documents, local certification - all of that comes in local language. Operationally we cover Serbian, English, Russian, Chinese, Arabic, Turkish, German, Hebrew. No external translation costs.
Implementation is our standing business
We don't disappear after signing. We guide the client through the full implementation period - reports, audits, contract amendments, claims. Preventing fund recovery is our planning logic from day 1.
Direct access to EBRD Montenegro and EU Delegation
Working relationships with EBRD Montenegro Small Business Initiative, IDF, EU Delegation in Podgorica, KfW office, IFC representation. Technical questions resolved in days, not months.
Strategy before writing
The biggest reason for proposal failures isn't bad writing - it's wrong program. We first identify where your project objectively has a chance, then write. If we don't find a program, we say so directly and don't take the money.
Adria + EU + global capital
We combine EU funds with local subsidies (Montenegro Investment-Development Fund, Government direct grants), regional programs, and Chinese/GCC investors where sensible. Multi-source financing is our specialty.
Questions about EU funds
- What are the chances of success?
- Horizon Pillar 2: 10-15% industry. Our 25-35% because we write only where the client has fit. IPA III direct: 25-40% when in eligible window. COSME: 20-30%. Interreg: 30-50%. We don't give false percentages - strategy matches threshold.
- How long from application to money?
- Submission - evaluation 3-6 months. Negotiations 2-4 months. First pre-financing arrives 1-3 months after Grant Agreement signing. Total 6-13 months from submission to first cash flow. Implementation then 1-7 years per project.
- Do we need an EU partner?
- Almost always. Horizon - minimum 3 countries. Interreg - partners in all participating countries. IPA - not required, but strengthens. COSME - often bilateral partner. WBIF - often a bank as co-financier. We have a network of ready partners in 12 countries.
- What if the proposal fails?
- You pay the fixed writing portion. No success fee. We often receive the evaluator report which we use in the next round - failure isn't the end, but instruction for rebound. Typically the second or third proposal passes.
- Does Montenegro have Horizon access?
- Yes, as an associated country since 2014. Full consortium partner, eligible for all panels and instruments (ERC, MSCA, Pillar 2, EIC). A Montenegro research organization can also coordinate a consortium.
- Which EU fund can I use for a project in Montenegro?
- Depends on sector and organization type. Local government → IPA III, WBIF, Interreg. SME → COSME, Horizon EIC, EBRD SBI. Research organization → Horizon Pillar 2, MSCA. NGO → Creative Europe, Erasmus+, IPA III civil society. Infrastructure → WBIF + EBRD/EIB/KfW. We select the exact program in the 30-min scanning session.
- Can you write our proposal in English?
- Yes. All our EU proposals are written in English (language of all EU programs). We follow the evaluator style that suits the DG (Directorate) sponsoring the call. We have native-level English in the team via Donghua MBA and academic partners.
- How much does EU proposal preparation cost?
- Program scanning free. Proposal writing: COSME/smaller programs from 6,500 EUR. Horizon Pillar 2/EIC: 12,000-25,000 EUR. WBIF/large infrastructure: 25,000-60,000 EUR. Success fee 3-7% of approved budget. Fixed + success - no hourly billing.
- What's the difference between coordinator and partner in a consortium?
- Coordinator bears formal responsibility - submits the proposal, signs the Grant Agreement with the EU agency, receives funds in one tranche and distributes to partners, reports to EU Project Officer, follows the audit. Typically 20-30% of total budget goes to coordinator plus management overhead. Partner does their work package, reports to coordinator, receives funds via redistribution. Coordinator requires more management capacity and financial health (cash flow for pre-financing own costs).
- How do EU partnerships with Chinese and GCC institutions work?
- Horizon Europe has a Strategic Roadmap with China for certain sectors (climate, health, quantum tech) where Chinese institutions can be third-country partners without EU co-financing. GCC partners enter through Mediterranean programs (PRIMA), Erasmus+ Capacity Building, Horizon global components. Our MENHU network in China and Bartholdi network in DACH enable multi-continent consortia when call allows global scope.
- What is the delivery format for EU mandates?
- Proposal strategy: written document 5-15 pages with selected program, consortium structure, timeline and budget allocation. Proposal: PDF 30-70 pages per EU template with all mandatory sections (Excellence, Impact, Implementation, Annexes). Submission through Funding & Tenders portal with our account as backup. Post-submission: weekly update email with status, joining rebuttal session if called, final guidance through Grant Agreement Preparation.
- What should a client prepare before our conversation?
- Brief project idea description (1-2 pages): what you want to do, with whom, for what budget, in what timeframe. List of existing partners or natural candidates (regional universities, similar firms, past EU collaborators). Indicator of own funds for co-financing (15-40% of budget depending on program). Client track record in similar projects (if any). NDA signed before in-depth conversation if project has commercial component.
- Confidentiality practice for EU proposals?
- All EU proposals treated as confidential until submission. NDA signed with client and all consortium partners (multilateral NDA form for multi-partner projects). Documents kept on encrypted servers with granular access controls. After submission, evaluation process itself is confidential (EU rules) - evaluators under stricter confidentiality obligations than us. Our findings never go to third parties without explicit client consent.
